
UN High Commissioner for Human Rights: Mass Killings of Civilians in Khartoum

UN High Commissioner for Human Rights Volker Türk expressed deep alarm on Thursday over reports of widespread extrajudicial killings of civilians in Khartoum following the Sudanese Armed Forces (SAF) recapture of the city on March 26.
In a statement, the Office of the High Commissioner for Human Rights (OHCHR) said it had reviewed multiple disturbing videos posted on social media since March 26. The footage shows armed men—some in military uniforms, others in civilian clothing—executing civilians in cold blood, often in public spaces. In some videos, the perpetrators claim they are punishing supporters of the Rapid Support Forces (RSF). The OHCHR indicated that these videos were filmed in southern and eastern Khartoum.
Reports attribute the killings to the Sudanese Armed Forces (SAF), state security personnel, militias, and fighters aligned with SAF. In one instance, at least 20 civilians, including one woman, were reportedly killed in the South Al-Hizam area in southern Khartoum by SAF forces and their allied militias and fighters.
“I am deeply shocked by credible reports of summary executions of civilians in various parts of Khartoum, apparently on suspicion of collaborating with the RSF,” Türk said. “I urge SAF leaders to take immediate steps to end these arbitrary deprivations of life.”
He emphasized that extrajudicial killings constitute grave violations of international human rights and humanitarian law. “Those responsible, including those in command positions, must be held accountable under international criminal law,” he added.
The OHCHR also noted a concerning rise in hate speech and incitement to violence online, with lists of individuals accused of collaborating with the RSF being circulated on social media. Ethnic groups from Darfur and Kordofan appear to be disproportionately targeted.
Türk reiterated his call for all parties to respect the right to life without discrimination and to ensure independent, transparent, and effective investigations into these crimes in line with international standards. He stressed the need for accountability and justice for the victims.
