The European and African Unions Warn Against the Formation of a Parallel Government in Sudan

The European and African Unions share a common stance regarding the parallel government that a founding group plans to establish following its signing of the Nairobi Charter last month.
The European Union has warned against the parallel government plans backed by the Rapid Support Forces (RSF), considering them a threat to Sudan’s unity and a hindrance to the Sudanese people’s democratic aspirations.
In a statement, the EU spokesperson stated that the parallel government plans endanger the country’s unity and democratic aspirations, undermining an inclusive Sudanese-led process aimed at restoring civilian governance.
The EU reaffirmed its commitment to Sudan’s unity, territorial integrity, and the sovereignty of its people, calling on all parties to cease harassing civil society representatives and refrain from restricting civic space.
At the same time, the African Union’s Peace and Security Council expressed deep concern and strong condemnation of the RSF and its allied political and social forces for declaring the establishment of a parallel government in Sudan. The AU warned that this move poses a significant risk that could lead to the country’s division.
The Council urged all AU member states and the international community not to recognize any parallel government or entity seeking to divide Sudan or govern any part of its territory or institutions.
