National Intelligence and Security Agrees to Hand Over Names of Agents Accused in the Killing of Al-Amin Mohamed Nour

Reports from Kassala State indicate that the "Legal Committee for the Youth of Beni Amer and Habab" has filed a complaint with the Public Prosecution against members of a force affiliated with the National Intelligence and Security Service (NISS), who are believed to be responsible for the death of Al-Amin Mohamed Nour after his arrest on the evening of Friday, August 30, 2024.

A civil group stated that the complaint was filed after NISS agreed to hand over the names of the individuals involved in the arrest, including an officer and four personnel of different ranks, to the Public Prosecution.

The "Demands Bodies Coalition" confirmed in a statement today that the NISS leadership agreed to provide the list of suspects after discussions between the "Kassala State Security Committee" and the "Legal Committee for the Youth of Beni Amer and Habab."

The Youth of Beni Amer and Habab in Kassala State also confirmed in a separate statement that a meeting with the state security committee, chaired by Governor Major General (retired) Al-Sadiq Azraq, concluded with the decision to hand over the suspects to the Public Prosecution to initiate the necessary legal proceedings.

Al-Amin Mohamed Nour was arrested by a NISS force in Wad Sharifi, Kassala State, on Friday, August 30, 2024, and was transferred to the state capital, Kassala, on charges of collaborating with the Rapid Support Forces (RSF). He died the following day, allegedly due to torture, according to the "Youth of Beni Amer and Habab" and the African-European Organization for Humanitarian Action and Development.

The death of the 25-year-old Al-Amin Mohamed Nour following his arrest by a NISS unit in Wad Sharifi sparked widespread reactions. Angry citizens gathered in the city center and surrounded the NISS headquarters in the city. Security forces responded by firing tear gas and live ammunition into the air to disperse the crowd. The protests followed a statement issued on Saturday by the "Youth of Beni Amer and Habab," accusing NISS of torturing and killing Al-Amin Mohamed Nour and threatening to close the Kassala city market and refuse to accept the victims body until the suspects are arrested, brought before the Public Prosecution, handed over to the police, and the state NISS director is dismissed.

Political, social, and human rights entities issued statements condemning the actions of NISS and demanded accountability for those responsible for the death of Al-Amin Mohamed Nour. Leading the calls for justice were the "Coordination of Democratic Civil Forces - Taqaddam," the Kassala Resistance Committees, and the Eastern Sudan Lawyers Association.

Since the outbreak of war in Sudan, the NISS has been granted broad immunities and powers, including extended authorities for NISS members and collaborators, with the power to summon, arrest, investigate, detain, search, and access documents, under the pretext of combating "sleeper cells" in army-controlled states. These measures have led to the arrest of dozens of citizens accused of collaborating with the RSF.

These measures also provided NISS members with broad immunities regarding their actions, preventing any criminal or civil proceedings without the approval of the NISS director. They also grant the NISS director the authority to form courts for crimes punishable by death in cases involving NISS personnel.
