
International IDEA Concludes the Sudan Constitution Experts Forum

The "Sudan Constitution Experts Forum," organized by the International IDEA, concluded yesterday. The forum was held on the 8th and 9th of August in the Ugandan capital, Kampala.
The seminar brought together 15 experts in constitution-making, including academics, international organization workers, and advocates of democracy and human rights. They discussed "constitutional arrangements for the post-conflict phase in Sudan."
For two days, the experts discussed constitutional topics typically addressed in peace agreement negotiations, such as power-sharing, elections, dismantling dictatorial state institutions, regulating the relationship between the military and the forces of revolution and change, and integrating armed militias into national institutions.
The experts also addressed constitutional issues derived from the Sudanese political and social context, such as the status of traditional societal institutions like tribes and Sufi orders, their influence on the course of democracy-making in Sudan, and how to incorporate them into transitional period institutions.
The seminar further discussed experiences of democratic transition in neighboring countries, particularly Tunisia and Libya. The experts analyzed comparative experiences from the perspective of discussing issues like the weakness of national institutions, political divisions among revolutionary forces, security problems, the spread of armed groups, and the procedures for constitution-making and holding elections during the transitional period.
The seminar was part of a continuous series of meetings, seminars, and conferences organized by the International IDEA office in Sudan following the fall of Omar al-Bashirs regime in April 2019.
