Sudan: Jibril and Al-Baraa on the US Treasury Sanctions List

The US Treasury Departments Office of Foreign Assets Control (OFAC) today imposed sanctions on two Sudanese Islamist actors, Jibril Ibrahim Mohammed Fadil and the Al-Baraa Bin Malik Battalion, for their involvement in the brutal Sudanese civil war and their ties to Iran.

The US Treasury stated that these sanctions aim to limit Islamist influence within Sudan and curb Irans regional activities, which have contributed to regional instability, conflict, and civilian suffering.

The US affirmed that the United States remains committed to working with its regional partners to achieve peace and stability in Sudan and to ensure that the country does not become a safe haven for those who threaten Americans and US national interests.

"Sudanese Islamist groups have formed dangerous alliances with the Iranian regime. We will not stand idly by and allow them to threaten regional and global security," said John K. Hurley, Under Secretary of the Treasury for Terrorism and Financial Intelligence.

The ministrys statement stated that Sudanese Islamists have recently played a key role in obstructing Sudans progress toward democratic transition, including undermining the previous civilian-led transitional government and the framework political agreement process.

The statement read, "This contributed to the outbreak of fighting between the Sudanese Armed Forces and the Rapid Support Forces in April 2023. Since then, an estimated 150,000 people have been killed and more than 14 million displaced, resulting in the worlds worst ongoing humanitarian crisis. Sudanese Islamists continue to obstruct efforts to reach a ceasefire to end the current war and are building relationships with and receiving technical support from the Iranian government, including the Islamic Revolutionary Guard Corps."

Jibril was designated pursuant to Executive Order 14098, "Imposing Sanctions on Certain Persons Destabilizing Sudan and Undermining the Objectives of Democratic Transition," for being a foreign person who currently holds or has held a leadership position, official, senior executive, or board member of the Justice and Equality Movement (JEM), an entity that, or whose members have been responsible for, complicit in, or otherwise directly or indirectly engaged in acts or policies that threaten the peace, security, or stability of Sudan during the tenure of such leader, official, senior executive, or board member.

Al-Baraa Brigade was designated pursuant to Executive Order 14098 for being a foreign person who is responsible for, complicit in, or directly or indirectly engaged in, or attempted to engage in, acts or policies that threaten the peace, security, or stability of Sudan.
